What Is an Appointed Person?
An Appointed Person — also known as a Lift Director, Person in Charge or Responsible Person — is the expert who plans, assesses, and supervises lifting, hoisting, and rigging operations from start to finish. They ensure every lift is carried out safely, efficiently, and according to all applicable legal requirements.

Legal Requirements
An Appointed Person is mandatory by law for all lifting, hoisting, and rigging work. Key legal frameworks include:

Belgium: Codex – Book IV, Title 4 “Arbeidsmiddelen voor het hijsen of heffen van lasten,” which regulates safety measures for all lifting equipment.

European Union: Compliance with the Machinery Directive and Work Equipment Directive (e.g., Directive 2009/104/EC) is required.

United Kingdom: The Appointed Person’s role is defined in BS 7121, which sets out procedures, responsibilities, and safe lifting practices.

Netherlands: Under the Arbowet and Arbobesluit, a competent person must be appointed to oversee lifting operations.

Germany: Regulations such as DGUV Vorschrift 52 and 54 require a qualified individual to plan, assess and manage lifting tasks.
